Friends
Fluttershy isn’t difficult to get along with, but an observant pony would likely pick up on the fact that this ease is because Fluttershy doesn’t fight for her way most of the time. Even though she’s able to assert herself, she still doesn’t go around picking fights and tends to give other ponies their way if the issue isn’t important to her. So, being on friendly terms is easy, but getting close is much trickier.
Enemies
Fluttershy is not one to hold a grudge, so long as the formerly guilty party is truly looking for another chance. She has a track record of forgiveness and looking beyond the commonly held beliefs about an individual. But Fluttershy is no friend of bullies and as long as someone is picking on others, they will be as close to an enemy as she has.
Romance
Relationships with other mares would only happen with another member of the mane 6. Probably goes without saying, but she wouldn’t be in a casual relationship, if you know what I mean.
