Heavenly Mandate is a very smart stallion, and shows an elite trait of strategy and forethought when conducting legal cases and piecing together evidence, as well as proving his adaptability to a given situation. He keeps a general trait of strength, an air of power always flowing around him. Along with his strength comes a feeling of mercy, and he always tries to salvage and forgive any mistakes before being forced to abort a project. These allow a true leadership and ability to speak in court logically and efficiently, without coming off as too harsh or too soft. Having a past of wits, Heavenly Mandate a very cunning stallion who holds himself with an almost imperial strength.
However, the unicorn is not always serious. If conversed with, he comes off as a calm and friendly colt, if not a bit logical and somewhat more regal than the rest. He isn't exactly overbearing or haughty about it, no, he just holds himself officially, not using his title to think himself above the rest. To his youngers, he acts as a mentor in a few instances. To his elders, he is quite respectful and treats them with high regard. To his equals, he is diligent, strong, and tactical, but always willing to lend a helping hand to his allies.
However, every living being has their faults, and he is not exempt. In his daily life, Mandate comes off as a very stinging individual at times, and oft makes burningly sarcastic remarks and keeps a very snappish tone of voice with ponies he doesn't quite have the time to deal with. His fierce attendance in his logic and correctness in his judgment has actually dulled his sense of limit, and sometimes takes conversations and debates a bit too far over the boundary line of what is okay. Additionally, he can be too hesitant at times, causing more stress and losing some opportunities in the long run.

Heavenly Mandate was born to a surprised Orient Major and Dragon Skies, with Triple Kingdoms as his elder sister. To the confusion of many, he was a unicorn, which was a gene from Dragon Skies' great-grandmother, thought to have been erased as soon as the line became purely Pegasus when the family moved into Cloudsdale. Growing up awkwardly in an all-Pegasus environment, Mandate had to adapt very quickly as a colt in order to fit in with... well, everybody, so he had to go to Ponyville quite often and obtain private tutoring and research pegasus-related spells. As a result, Empire knew a load of magic normally reserved for older unicorns, such as the cloud-walking spell, as well as some child-friendly spells involving wind and water. Mandate was able to get a permanent cloud-walking enchantment for his birthday, in the form of a golden bow piece. He wore it every day of his life from then on.
Mandate attended the regular school, as he wasn't aiming to be a weather pony any time soon. To his parent's and sister's relief, he wasn't ostracized for being a unicorn, nor was he envied in any way. He was just that one kid who was different than all the others, and Mandate was left alone for most of his time. Seeing the others do their thing was disheartening, so he decided to just observe everybody.
Observe. That was all he did for years to come, never really making friends nor making enemies. He found out exactly what her cutie mark meant just by listening in on conversations, as well as pieced together information on how much a pony liked another pony based on their action, reaction, and interaction. He was always the quiet one in the back of class, and he liked it that way. Just sitting, doing work, watching every move that they made, whether they knew it or not.
Not everything went well for Mandate, however. As he grew to a young colt, around middle school-aged, his ability to stay in the background faded, and he was put on center stage. Bullies started appearing, calling him 'stupid' and 'wimpy' for being too quiet and not doing anything, pointing out that he had no place in their honorable society due to his status as a unicorn, saying that his hair was completely girly, as well as using the old tactic of not having a cutie mark against him. He endured the comments for a while, but when they took it too far and hit him a bit with a few blunt items, he found that he had enough.
While recovering from his wounds, Mandate went over the information in his head that he had acquired over a few months about his tormentors. His intelligence and problem-solving skills on overdrive, he found that the most viable solution would be to eliminate the threat in the most legal yet sadistic way; by suing the boys sky-high seven ways to Sunday until their ancestors didn't have anything left in their pockets.
A month later, the ones who attacked Mandate found themselves under the mercy of the Cloudsdale legal system, in which they were sued for assault by the victom's family. When asked to come to the stand, Mandate spilled everything he knew about them. All the dirt, all their crimes, every crime he suspected them of, every psychological problem that may be apparent in their character, and provided evidence as well as the names of accomplices and other witnesses. The trial went five times longer than originally anticipated, but soon, the bullies and others were found guilty for assault, breaking and entering, and theft.
As the gavel slammed, Mandate found his cutie mark appearing after many years of wondering what it could be. A bronze badge with three swords facing up found it's way onto his flank, signifying his willing to uphold what was right. The fact that it was a bronze badge was a comparison between his ability to obtain evidence, witnesses, and information and the job of the court, which was to use those sources to find the truth.
After living his life from birth to high school in Cloudsdale, Mandate's family decided to move from there into Ponyville, where the azure stallion lived as he attempted to go for a job as a legal prosecutor. Going to college for a few years and passing the bar, he set up his novice law firm in Ponyville. With the amount of hectics and tomfoolery that graced the little town, he found business to be booming, and was able to flourish in his job and obtain new experiences. He begun becoming stronger in character, as well as more friendly and calm as compared to the somewhat-hostile Cloudsdale. With a few years under his belt, prosecutor Heavenly Mandate works to uphold safety and security in Ponyville, allowing swift justice and fair action against any oppressors of the law.

Drool flowed into a puddle of more drool on a bed in Ponyville, as Mandate slept soundly with snores and twitches coming every so often. However, as the first ray of sunlight hit the house, an alarm clock roared with beeping, a groggy lawyer arising from his slumber. The thunder kept going on and on until a blue hoof emerged from the prosecutor's sheets, slamming on the clock. The item stopped it's ungodly noise, and Mandate stretched his front legs to the sky as he yawned. Smacking his lips, he headed to his bathroom to tidy up for the day. Dark indigo magic enveloped a toothbrush and toothpaste, and water splashed into the stallion's groggy face. Waking up slowly but surely, he brushed his teeth and combed his hair at the same time, eyes blinking to start getting him back to life again.
Mane and tail tied up, he quickly checked his bow piece and coat before heading to his law firm. Going inside and taking a glance at the memo, Empire paused in his step as a certain note stuck out to him. 'It's... Arrow Eye's birthday. Huh. Can't believe I almost forgot...' He looked around. Nopony was here yet, and he was always there in the mornings to take care of paperwork from the other night. Shrugging, he decided to go back outside and head towards the bakery. Waving to ponies on their morning jog or such, he wondered what cake Eye would want. 'He loves Red Velvet, be we got that for his last birthday... I think they're selling Red Velvet cheesecakes this time of the year, should probably buy him that.' Counting his bits, he entered the shop with a bell jingling above his head and a friend to celebrate in his mind.
